As part of the enhancement of the on-going decentralization process, MINATD organized, on 3 and 4 December 2009, at the Yaounde Mont Febe Hotel, a seminar-workshop on the capacity building of members of the Inter-ministerial Committee for Local Services (ICLS). The Minister of State, Minister of Territorial Administration and Decentralization presided over the opening of this important meeting.
The overall objective of the proceedings was to ensure that ICLS members have a shared understanding of trends in the decentralization process, in order to ensure smooth transfer of powers and resources of the State to councils. Ultimately, the seminar-workshop enabled the adoption by participants of a shared methodology on the transfer of powers and resources, the pledge, for a hitch-free preparation of future transfers, given by all ministries not concerned with the initial transfers in 2010, the formulation of proposals with a view to providing a legal and operational framework for the initial transfer of powers and resources and the assurances of ensuring coherence in the conduct of operations relating to transfer of powers and resources. |
